It only happens if you log on.

So your xp only gets turned on for a certain twink if you log on that twink, and your xp stays off on your other twinks as long as you don't log onto them?

Seems like it. Because I didn't log on to any of my twinks before i bought game time again, and my xp was still locked when i did.
