Basics for Outlaw Rogues?

I'm leveling up a 39 gnome rogue and I just need to know the basics. Like which weapons are BiS and which weapon enchants. And then which secondaries I should stack and any other tips or things I should know

True BiS is pretty difficult for 39s as a lot of the absolute best items are incredibly rare to find scaled to 39. Fortunately you can build a very balanced and completely acceptable set with just lvl 38-39 scaled BoE greens.

Starting out you’ll be fine with green weapons but there are all sorts of options that will be fun to mess around with if and when you get lucky enough to find them. Enchants usually are double ele force or ele force/agi proc.

Stats are pretty preferential but I’d aim for at least 3k hp and as much agi as you can stack without sacrificing stamina. My personal stat preference is weapon damage>agi>vers>haste=crit.

Also reminder not to equip your BoE gloves before you put glove reinforcements on them : P

For some reason it wouldn't let me add the mainhand weapon.

I use that with landslide. Ele force and DS and also good options.

The higher bottom-end is what seems to give it an edge on yellow damage.

Don't make a 39 rogue on Bleeding hollow though, get all your gear elsewhere. One particular twink here is price gouging all the twink items. Those trackers are going for 400k here, and the falcons hook ring is half a million gold. I mean ofc no ones ever going to buy his items.....but yeah.
