EU+US Bank XP still an issue to be worried about?

Well, got a friend who was f2p, got a GM to lock his xp before he subbed, he subbed and stayed xpoff for a while (was on end of 2019). He then decided to turn xpon and unsub to be able to play with others lvl20, and he instantly leveled up to 30 when he turned xpon.
So technically, he was vet, with still banked xp hidden, and no way to know it (the GM locked the xp but didn't delete the banked xp). He tried multiple times for GM to delevel him as it was a GM mistake, but as you know, they don't care nor understand such problems ...
Not that it would happen to anyone else, just to mention that such a problem with xpoff+banked xp existed, so simply FYI

11 levels? I thought the cap was 10?REMINDER: If you ever find yourself with "lingering doubts" as to whether-or-not a particular character is accruing any Banked XP... all you have to do is mouse-over that character's experience-bar, and the game itself will straight-up tell you.

Those who had 10 levels banked before the required experience squish had an extra banked level "gifted" to them.
