Baby Blizzard Bear & Onyxian Whelpling pets Can still be purchased with achievement.

I was on my way to Ironforge to redeem a code for Big Blizzard Bear, when interacting with with the NPC in Ironforge https://www.wowhead.com/npc=2943/ransin-donner you will have the dialog "I would you like to buy from you." I have a feeling this NPC works like the shattrath vendor for Competitor's tabard up until the release of MoP where you could still purchase the tabard from a single NPC in shattrath but you needed to have the achievement data to purchase or see the item being sold from vendor I say this because the later added NPC to redeem Blizzcon codes in Stormwind does not offer this same dialog. The achievements you need to complete for both are the following.

Bump, I have some disappointing news blizzard now knows of the issue, and stated it is not intended to be purchased from the vendor and the item was supposed to be a unique ingame reward, would grab these now if you planned

To the vendor I would imagine, both pets are (Unique) so you can learn one, keep one in bags, and put the other in bank, another thing even after bought from the vendor they're still appear as "Bound to Battlenet Account" I've experiment with it alittle you can hold a total of 2 per character, and learn the very first.
