Azerite Gear N/A til 50?

Can you not pick up the HOA quest to get the azerite gear at lvl 20 anymore? If so is there any way to fill these slots with 40+ilvl gear (specifically azerite)?

HOA is no longer available below Level 40. The Quest rewards for Azerite Shoulders are still there but scaled to Character Level now, iLvL 25 at 20. Nobody has determined whether the scroll Quest Helm is still iLvL 58 and still obtainable sub 40 (without HOA).
