Artifact weapon usefullness

so i noticed the other day i have the 3rd artifact relic slot unlocked on my 20, was wondering what the likelihood of these making a sort of resurgence as a decent weapon (forget the fact all my dk artifacts give crit/mastery) since we can POSSIBLY get them to ilvl 89 with epic quest procs and such

Artifacts cap at either whatever they'd get from relics or whatever a heirloom would be, whichever is lower. There might be some niche uses when having both hand slots swap on the same item (and thus a single GCD) might be useful. IIRC artifacts swap to match your spec, so if you're lazy and have specs with different equipment requirements you might wind up using one. But their ilvl was very deliberately nerfed. Given why they did that (people exploiting to get way more powerful artifacts than they should), I don't see that decision ever being reversed.
 
One cosmetic perk with some of the artifacts, the ones that whispered to the owner - still whisper when it is used as a transmorg, even beyond Legion areas.

The hunter bow Thas'dorah, Legacy of the Windrunners (Bow) use to still proc Windrunning: Thas'dorah creates an aura of fast moving wind around its owner, gradually increasing movement speed of any party members within 8 yards - this usually was while in Legion areas, but I have not tested this is used as a transmorg or still works.

As to the relic slots, it "may" be more viable if relic dropped during the upcoming Legion Timewalking, if these proc'd higher ilvl as this could boost the ilvl to be closer to being fun option even with the core ability and other abilities from leveling it was turned off.
 
Spine of Thiekel also has that cosmetic applied to it, Transmog it and he will jump scare you from time to time. Wretch is loud as fuck and startles me often.
I do enjoy his raveling lunacy of world domination.
