The only skill they get post-20 is seal of Seal of Truth. With item scaling now, would it make more sense to stop at level 20? I still don't quite have my head wrapped around the benefits of stopping at level X versus level Y for scaling reasons.
If you are prot and horde maybe 21 for outlaw sabre.. Honestly i don't think there is much difference. Depends on what you want to do........like "do i want to farm gnomer 1000 times?" if answer is no then stay at 20 or 21.
