Are 19's with vanilla PvP titles even remotely rare these days?

I have a few laying around wondering what i should do with them.

Shadowfangs drop rates make me hopeful for my first 19 that i would actually work on.

Move one up to 29 you'll have much more to do than at 19. Titles are extremely rare I see maybe one or two people a week with one.

Determine whether it would be worth twinking and making it a cool toon rather then let it rot. I was more asking if mages are any good at 29.
