I havent put a lot of time into this besides lvling from 24..
wod enchants arent the bis ones neither are the glove enchant.
Id suggest using the boots for the speed as 130% is sick =)

For arcane you want to use a mix of max int and max crit. I would use these pieces w/ crit enchants. I would link my mage, but armory isnt updating . mechbuilders overalls , Vision gloves, Girdle of nobility, lavishly jeweled ring,, grounding choker, lasherspike wristguards,, yorgen's boon, , Rune of Perfection,, Pvp boots, , rest fill w/ boas.
