Black Magic is nice for Ele but not that good Wingsong would be BiS weap enchant I would stronly encourage because of haste and crit and those are two of your main stats. The proc. on Windsong compared to Black Magic is so much more common, it's almost always up with Windsong. I have tested both myself.

Don't worry about changing your transmogrification. That does not affect performance. Shaman can't. Even change that many items if they are geared correctly, depending on play style. The armor that mail heirlooms give is surpassed only by plate. And shaman are unable to wear plate. At our level we can't transmogrify the mail heirlooms, so you just have to deal with it. Performance is what matters anyway. At least for twinking.
