I don't know about 15s, but if I remember right, there was a guy named Häste here on the forum with a 16 shaman. Then again, might remember wrong.

Potatofàrmer @ Akama - Community - World of Warcraft is my 16 shaman, just fill in the open slots with BoAs and switch to the cloth BoA head. Probably change mining to skinning and maybe 16 spellpower to 10 haste.
