Any idea for the new 70s XPoff?

As is well known, the new expansion will probably come in 7 or 8 months. Then I thought about building a 70. Does it make sense?
I haven't played Dragonfly, but I would buy it now without the new expansion. Does a 70 character make sense if you don't buy the new expansion?
Are there any suggestions/ideas yet? I would do some raiding and think that I would somehow get an item LvL 450 to 460.
Is that OK for some PvP fun?
I play WoW here and there, but I'm not really into all the new expansions. If anyone had any advice. I would be grateful.
Best wishes and a great new year to all of you.

Hmm. I'd say there is a good chance this works. The DF zones are pleasant to be in and it has professions that... are interesting for once. While I don't give a rat's ass about how the dragon aspects feel at any given moment, I enjoyed the B plots of the zones and really liked some of the characters. Rep farms are not too tedious either, I think.

there's usually a short window of free current patch before the new patch drops.
if you get an action plan together before it drops, you might speedrun its gearing within the month or whatever.
i raced the dh in the sig to duelist for 60 in the prepatch for df. grabbed going-away pve shit and rival 2 for the priest.
it was cool i guess, it woulda been cooler if it wasn't so fucking obscenely better than what any1 could get after, so the scene died.
and then got spat on by the df gear that still left the state of the new character as nonviable bcz that's unobtainable too and even MORE scaled to godhood.
but who knows what'll happen next patch.

if you want to make a DF expac capped twink, you need to be playing generally the last 3 months of a expac.

at the end of SL blizz had dungeons with "phated" upgrades for a period, and the final season or PVP. which were no longer available in DF. blizzard i think since CATA started disabling acquiring certain final top raid pieces from vendors, and since legion or BFA started wiping top elite PVP gear sets.

you picked a good time to ask, sounds like you are a casual player though. to do this you need to be seriously raiding, doing PVP/arenas, be in guilds that can help you meet your goals, or be prepared to spend some $ for carries.

during SL at the end there were guilds that did full gearing carries, on high pop servers with RWF quality type guilds. lets say you want to gear out a leather player, they would do a carry using all leather tanks, healers and dps having their loot spec set to the spec you want to gear to. in one run you could be near BIS head to toe. these were rather expensive as many will have a seriously high gold price for a full feed carry along with some directing to sites that sell gold cheaper than obtainable from blizzard tokens.

blizzard has realized the loot rigging above was a problem without saying it, but what IH did say concerning loot and class/spec guarantees concerning loot was something like there may be situations where a bow or something drops that no one in the raid can use. like loot used to be in earlier WOW.

First, you need to know what the ilvl will be for 70 twinks. And its gonna be 520-540, from what I'm told. You will get this the last month or during the free break by doing rated pvp or, more likely, mythics.

Unfortunately I was sick for a few days. So a big thank you to everyone today. I've now started playing a character at 70. Should be ready in a few days.
What already annoys me (after a few years of abstinence from the retail game) is the variety in everything. I don't understand the professions at all, for example.
I will never understand this path that Blizzard is taking. As if 100 new, bright buttons would make a car better.
A special thank you to @zazzyfraz who wrote me a long private message. I'm pretty sure I'll ask a question or report here every now and then, but feel free to check back xD.
