Yeah, and it's lazy of Blizzard not to do that, but then again, I do believe that it's because they want the incentive of the player-base to be focused around endgame. That's just the logical assumption at least.

Rating for 70s was still on the ladderfor mop. It wasn’t until wod that it was removed, and I believe the real twinks are the ones still playing even after the removal of rating

When rating was removed the vast majority of the 70 playerbase quit immediately. The only ones who kept playing for a while on EU were Culto, Raz, Riplol, Dreams, Rngmonster, and me. Sporadically some German players also logged on but they were never really competitive. And like 4 French people who queued pretty often.
Near the end of WoD we had a little bit of resurgence in activity when some new people came in to play but that didn't last very long.
Legion banning healers from 2v2 skirms was the final nail in the coffin for lvl70 pvp.
