EU+US Am I at a disadvantage for missing the Legion event?

How big of an advantage does a 29 have over a F2P/Veteran 20 in this bracket? I don't want to start subscribing again but I don't want to be gimped.

minimal. the only issue is broken stat templates for several classes and long ques.
it is rather strange that sv hunter so op at low level and mediocre at endgame if they both share same stat template.
