Anyone involved in the harvesting of IPs even for potential DDoS's should rightfully be punished as conspirators. How do you punish a 19? A species of creature which has repeatedly shown itself to have little to no moral standards? Hit them where it hurts, ban them from the cup. Do that and you won't be having a problem with DDoS next year. Let them play, and you are giving tacit approval of IP <HARVEST>ing & DDoSing, and this particular symptom of the larger overall disease will continue to grow.
