I was wonder what I can do to make this twink better.
I'm still a little confused about gemming.

Also, Sunwell Plateau isn't being very kind with drops ._.

Gemming is haste > int > res.

Get Leggings of the Tempest to get the 4 set bonus (5% more frostbolt dmg) and a extra gem slot.
Get Arcanum of the Gladiator on head for 20 more res.
You got Tailoring 450 so get Lightweave embroidery on your cloak.
Your gear should look like this: chardev 9
