For ilvl boost yes.
Ideal you want x2 rings from utgarde keep by faction changing so you get x2 155 ilvl rings.

If I remember correctly the quests doesent reset upon faction change, might be wrong tho.
Maby Ill try when I get home from work.

According to wowhead there are seperate quests for each factions in Utgarde Keep: http://www.wowhead.com/quest=29763 / http://www.wowhead.com/quest=11262
Assuming they work the same as signet of argus for 19s that you can complete on both factions.

Hello! Now in BFA, ilvl doesn't work anymore. Now is your regular gear that is good for pvp =D
My character: Search for Soulfaith at Nemesis server =D (I can´t post any link until 2 days or something. I´m new here hehe)
