I'm not entirely sure how the scaling currently works, but I do know that yes, it'll be weakened if you're under level 70 I believe. How much? I'm afraid I can't answer that Sorry

i like being overpowered so i dont know if i like this change.
i can pretend to be cool and say nerf to damage makes pvp more balanced, but this will be a reason for me to not go 70.

You'll still be overpowered, but to a lesser extent. Blanket nerfs that affect the entire bracket are a good thing.

today i checked ptr.

2nd stat gems like haste, crit, hit are still 20 on lvl 70. But on lvl 71 they double to 40(all gems double), that is insane .After dinged to 71 I got 6% more crit(other stats nearly the same) with the same gear(10 crit gems)

No idea wheter they scale in BG. But if is true, than scale the gear and 2nd stat gems in BG. And it will be a buff...(for BG).

and pvp power and resi gems work already. 10 pvp power = 0,5% more dmg

edit:

if gems scale in BG, it is possible to get crit cap as fire mage...

No, because you would become level 74 inside the BG and tank your crit rating back down.
