That's not very logical though, since Double Time technically gives charge a 10 sec CD.
No, juggernaut gives more charges over time, double time does have a 20 second cd on charge. But you start with 2.
Jugg C(t)= t/12
Double c(t)= (t/20) + 2
C(t) max # of Charges in t amount of time
t time given in seconds
12 and 20 charge CDs.
Looks right to me, but I could be wrong it's 630 and I can't sleep.

Also I don't quite follow your equations :p Would be t and t' since time is different for juggernaught and double time but that just being pernickety, in the end double time does effectively grant a 10 second cooldown on charge (if you were to use it in the same way as the 12 sec CD one except once every 10 secs instead of 12)

The second charge starts recharging once the first one is ready again. If you try to do it the way you described it, this is what you get:

Charge --10s--> Charge --10s--> Charge --20s--> Charge --20s--> Charge.

You do not get a 10 second cooldown.

Double time: charge once,
(10 seconds of recharge time).
10 seconds later you charge again.
(20 seconds of recharge time so now your first charge is back up).
Now 10 seconds later you charge again
(10 seconds more recharge time for a grand total of 30 seconds)
But wait for your next charge you have to wait 20 seconds o_O
(the key here is only 1 charge can be recharging at a time)

tldr: juggernaut has moar charges in any fight over 30 seconds, math is harde.

so average fights are how long? lol seems to me they are both just situational, just like monks roll. tigers lust is great when getting focused or FCin with stacks, but Momentum gives you access to out run anyone on the field for 18 sec if you use it right, (8 Sec at 25% and 9 sec @ 50% if you switch to the tiger stance gives you like 138% run speed for 8 sec and 165% at 9 sec) as an FC there is no reason to use Celerity. as that one 1 < 25/50% increase or snare removal

sorry not tryin to get off topic just showing that as with other speed altering abilities, it is completely situational as to which is best
