Through extensive testing and a lot of grinding for 'bis' gear, it would appear that arms is the superior spec overall. It's damage scales better than fury's with the correct gear (of the quick blade).
The only real downside to arms is the fact that it is very 'proc' reliant, meaning that your damage is garbage until your weapon (Sul'thraze) and enchant (Crusader (Still bis enchant)) proc. Fury does not have this issue, however, even with full procs, cannot put up the same numbers that arms can, and what makes fury so good right now is the fact that it's self-healing is unmatched by almost every other class at 49 right now, with a few exceptions (Ret Paladin, and healing specs).
In conclusion, arms is still the superior spec when it comes to damage. It's sustain is very lack luster unless you take the talent Impending Victory. However, this is not needed if you play with a pocket healer, or do not over extend yourself like a lot of warriors do.
