+40 Armor kit

Is it possible to put that on smelting pants? Have seen lot of lvl19 with +40, but earlier you could only put on +16, or am i wrong?

No, you can only get that on BoE legs.

Before 3.2 a high level could put it on a BOP but that's been changed.

Sadly, this is all you can put on legs at 19 if they are BoP.

how do you get 40 armor on any legs at 19 when it says the item needs to be level 35 or above? i didnt think the standard bis legs were higher than maybe item level 25

get a high level to apply the leg armour and mail it to the twink, it doesnt bind the legs.

yeah but lets say for example i want to put +40 armor on my darkweave breaches. item level 23

Darkweave breaches are not level 35 not even 25 so the highest armor you should be able to put on them is +24 right?
