Well, you have a cloth hand on your rogue, with int. So I guess that's where you should start. Also, don't forget to fill your glyph slots.
This might just be me, but I don't think you really need nightstalker as it just speeds your stealth up while you already have the 7%? speed boost from the boots.
You also have a crappy ranged weapon, and you are way overcapped on hit.

edit: btw, you should not use my rogue as an example of a decent rogue twink, for it is not.
