I dont have access to it right now but everything below ilvl 44 scales and 36 would DEFFINETLY scale if you ask me

Side note, let me know if there's anything that should be changed. I need to go back and get the SM bracers as I got caught up in leveling and forgot to stop and get stuff, hence why I also have no HKs yet :S

Thralls gift I would assume is flat out better than those bracers and scarlet, if you are willing to put in the work to get it. Weapons I would suggest having a sword of corruption main hand and for trinket you could use searing words / flashing steel talisman from Scholo and SM respectively over your haste trinket and tendrils when in a premade.
Also albino crocolisk skin boots from maraudon.

Thrall's gift is from the end of the starting area goblin quest chain. You could try farming Gnomer for the rare spawn guy that drops Emissary Cuffs - Item - World of Warcraft and hope to get agi (or power?)

May I ask what your gloves on your lock scales to? might be an upgrade to my lock.

That robe is a really low budget item, which is weird considering how long it takes to get. I'd honestly use koegler on a warlock for +1 int +2 stam +7 crit for -3 haste. The gloves don't scale they remain 8/8/8 which makes them good for high haste but overall not brilliant IMO.
Also consider using archaists pendant over the loom neck. Gain 5 haste at the cost of 4 crit and a heal which shared cd with health stone anyway seems a good trade for a lock.
Ele force is also not that strong at this level, even with that amount of haste. You'll also almost certainly need a cc breaker trinket with the amount of cc this bracket has.
