2nd best farmable gear?

I know the socketed gear is BiS gear right now? What would be the 2nd best? Is it the current time walking dungeons?
I/m playing on a FTP account so I don't have access to the auction house or mail to be able to purchase the gems.

Also is it possible at lvl 10 to level up Jewel crafting enough to be able to make all the gems for the sockets once i do start getting that gear?

Trying to figure out how to best gear up my toon as quickly as possible to be able to farm everything so i cen start eventually getting the BiS or at least close to.

Yes, TW dungeons provide a good set of L60 gear which is "good enough" imo. Sure you'll "only" have around 100 strength, but that's still plenty.

You can just farm a full set of TW60 gear, assuming this is about a fury twink, if you don’t have access to lifestealing you should be dropping haste for versatility, you can get +6 attackpower enchant and lifewarden to keep you up
