The rules that I believe are best are as follow. Rules are subject to change as people offer suggestions. Rules are subject to change until the day of the tournament.

4 healers max including the FC. 2 stealthies max. Resto Druid healers count the FC does not. Boomkins and Rogue are considered stealth as well. Limit of 2 of each class, 1 of each spec. No ferals. You may enter 12 players for your team that you can swap out between each game if you chose to, or as backups incase of a no show. If a player disconnects during a game there will not be a re-do. Any team suspected of Ddosing will be disqualified from the competition. It will be double elimination, there will be a losers bracket. The winner of the loser bracket finals will play the winner of the winners bracket for the title.

Any jumps that are class specific such as the alliance resto hut jump is not allowed. The alliance roof glitch is banned. All alliance and horde tunnel jumps are allowed. The horde graveyard jump is not allowed.

There will be a website up within the next week where team leaders can enter their teams up until 12 AM of the night before the competition start. It is not required that players be on the same realm or in the same guild.

A suggestion for a bracket structure.
You should refer to an e-sports tournament for a bracket example.
The finalist of the "winners" bracket should have some sort of advantage(or something) over the "losers" bracket finalist, since they have failed to lose a match.

not gonna lie, these rules are very vague. If you are going to host an official 29 twink cup it need more structure. Take a look at the rules from the 19 TC.
I would like to see this go ahead, so 29s can do more competitive 29v29 games instead of facerolling pugs.
 
Technically, if the winner of the "losers" bracket beats the winner of the "winners" bracket they should have to have a rematch. Because that is the first time the winner of the "winners" bracket lost. That is how double elimination tournaments work in sports. I am sure you can find some information on double elimination tournaments on the Interwebz.

Please don't call this "twink cup" as this has nothing to do with the official Twink Cups.
 
Would like to see this go through but a few things about the rules
First up, why ferals? I don't play feral or anything so this isn't to benefit me but, while feral is fucking fotm as hell and insanely op, it's not like one guy on a 2 week old feral druid is going to carry the entire team. Feral is a bitch to FC against but with everyone in predetermined 10 mans its not like you'll be without help and without heals, and any geared 29 fc has enough health to sit a bite given that they are kept up by a dedicated pocket. Any game changing plays that are done by a feral would be a direct cause of that feral being a legend or your team fucking up, same goes for almost any class. Sure when you get up to double digits in stacks a feral can down any fc in a well timed 5 combo bite but a fully buffed rogue who knows their shit can do the same, as I have seen you do to me and many other fcs on multiple occasions.
As to jump restrictions, you should be more specific with horde GY because that could mean anything from the glitch right outside horde FR to the multiple jumps to get up to horde GY itself, and those to get up to the top of it. In my opinion the latter should be allowed as none of these jumps are particularly challenging and nothing is stopping anyone who does not FC from learning them, but once again I'm not sure if you mean these jumps in the first place. Totally agree on the restrictions to class specific jumps and glitches, there's a major difference between knowing the terrain and how to navigate it and exploiting to guarantee a result.
Aside from that this seems like a great idea considering the successes of other orderly pvp competitions that can apparently no longer be named as of this thread, and what it would bring to the bracket. Although I do agree with Allybeboa on the progression system things but I know fuck all about that anyway so yeah lol.
