29 or 39 Warrior?

Looking to make a 29 or 39 Warrior fine with either but just wondering what lvl is better / more survivability vs other twinks?

Heard 29 is pretty imbalanced so.

at 29 hunters are very broken and popular. also warriors don't have intercept yet so you'll be getting kited a lot. imagine 25 yard range charge vs 41 range shooting.

at 39 you get intercept and big damage and warriors hold their own pretty well - i noticed they survive for awhile even in 1v5 scenarios

39 also has tons of consumes that help with movement including rocket boots from engineering.
