everything from seemingly nice spin to trolling to garbage posts to outright flaming
This is exactly what happens on every forum. You get users with nice posts, imbeciles and trolls / griefers. It has nothing to do with the level the users turn off XP at.
They are attempting to shame or convince 24's to either abandon their twink in favor of a 20 or abandon the bracket. They do this in all topics using the variety of methods listed above. Some are quite artful about it but it adds up to harassment and only serves to drive away potential participants and new members. The fluff/garbage and off topic replies by them is used to derail a topic. The topics all get spun to this major issue (in their minds) and prevents the normal flow of a topic.
Conspiracy theory much? Where do you get the insight and authority to decide that an entire group of people ranging from users with nice posts, imbeciles and trolls / griefers are all working towards the same nefarious goal?
I can't know the thoughts of every poster on here, so I can't say for sure that there's no-one like that, but I certainly wouldn't bother with such an insipid scheme.
I am indeed happy if a person I like playing with tries how they like a 20 on a server I play on, because it means I can play with them more often. I would never try to shame my friends into doing anything, and I could not care less about what people I'm not friendly with do. I do not appreciate blanket accusations against every person turning XP off at 20, just the same as I do not appreciate blanket accusations against 24s. I'm sure you do not like them either.
I personally post in the 20-24 section because that's the bracket I play in. I play with and against 24s. I like several people who play a 24. Twinkinfo is a forum for discussion of the different twink battleground brackets.
24s are allowed to post in the F2P section, if they want to discuss or ask questions about playing with F2P restrictions. 70s are allowed to post in the F2P section, if they want to discuss or ask questions about playing with F2P restrictions. 19s are allowed to post in the F2P section, if they want to discuss or ask questions about playing with F2P restrictiosn. Anyone should be, as long as they post according to the CoC.
20s are allowed to post in the 20-24 section, if they want to discuss or ask questions about the bracket, as long as it's not specifically about F2P restrictions. 20s are allowed to post in the 10-14 section, if they want to discuss or ask questions about the bracket. 20s are allowed to post in the 70-79 section, if they want to discuss or ask questions about the bracket. Anyone should be, as long as they post according to the CoC.
The people that bother you should be the trolls / griefers. They are not posting according to the CoC. They should receive warnings and bans, regardless of where they stop their XP.

Again, blanket accusation, do not appreciate. But if you feel that each and every post gets spun to this evil mastermind plan, report each thread you notice this in. Taking threads off topic is against the CoC. Mods could just as easily post in a thread and end off-topic discussions. A lock would not always be required if people started reporting problematic content earlier.
tl;dr:
- You don't like accusatory statements beginning with "All 24s are..." because you are an individual. I don't like accusatory statements beginning with "All 20s are..." because I'm an individual.
- I want to use this forum to interact with the people I play with. Blizzard has a bracket system and so has this site. I think it should stay that way.
- Of course I should follow the CoC. Everyone should, it's the rules this forum is built on.
