24 Pally, ret or prot?

Alright so my brother has a paladin he was thinking of twinking at 24 because he doesn't feel like getting it to 90 and he will start twinking he said, so we were both wondering if prot pally is better then retribution or not, mainly which has better survivability, i think they both are the same dmg roughly from playing on my 24 mage i had for a while so idk really
