The tiers have to be held to some sort of criteria that is meaningful, otherwise the exact "tier" specifications will vary from person to person.

I think the best way to handle it is define what makes a class "good" (survival, utility, damage, burst, etc) and then put the thirty accessible F2P specs evenly into the tiers.

I.E., 5 tiers with 6 specs each; and of course, the first in each tier would be considered stronger than the sixth, and so on.

Edit: each type of PvP needs its own tier list, as well. Competitive BGs won't be the same as PuG BGs won't be the same as Arenas; maybe even a tier list for each battleground (although there are obviously going to be similarities).

The OP didn't really make any intent clear at all. I'll do my best to make a tier list that I think generally reflects level 20 as a whole.
 
Okay, well this list is sort of a rough estimation of overall level 20 PvP, in a roughly descending order of power within each tier.
(Note: this list is divided into 5ths, with Tier 3 having the 7th entry to accommodate for 31 specializations)

Tier 1: Feral Druid, Arms Warrior, Disc Priest, Frost Mage, Destruction Warlock, Restoration Shaman

Tier 2: Brewmaster Monk, Balance Druid, Retribution Paladin, Combat Rogue, Windwalker Monk, Fury Warrior

Tier 3: Restoration Druid, Mistweaver Monk, Arcane Mage, Guardian Druid, Assassination Rogue, Survival Hunter, Elemental Shaman

Tier 4: Marksmanship Hunter, Holy Priest, Holy Paladin, Enhancement Shaman, Subtlety Rogue, Demonology Warlock

Tier 5: Beast Mastery Hunter, Protection Paladin, Fire Mage, Affliction Warlock, Shadow Priest, Protection Warrior

Edit: If you add up the tier numbers for each spec and average them, you end up getting a Class Tier List from this which I will post here.

Druid: 2.25
Monk: 2.33
Warrior: 2.67
Shaman: 2.67
Mage: 3

But why?
This doesnt rly depict reality. Classes/Specs are different so why throw them into a bowl if they dont belong there? A Feral and a Frostmage def. dont belong in the same tier (T1!) even with estimated potencial the class could offer. A Restodruid and a Guardian Druid in same tier is another hard to understand example and then both in 3. tier.
While I do apprechiate the concept behind your thought I think Nodokas Chart is better suited to describe PvP atm.

PS: Imo there should be 2 tables for BG and Arena
 
Yeah but there were class nerfs and buffs since then. I don't really remember that list being updated too.

Yea but nothing has really changed that much. Feral, BM monk and disc priest still tier 1. I don't think this one was needed and the lack of effort from the OP is disappointing. I would have liked for him to put what he thinks is in each of the tiers and then put the question on what we think are in each of the tiers.

Enhancement shaman tho. They started appearing in large numbers after the patch that buffed storm strike and lavalash by 20%
