2 socket rings

Hi, today I faced a lvl 11 twink with 2 socketed rings. I was too slow to take a screenshot or ask him. My thought was he's using new setting from TWW - https://www.wowhead.com/item=213777/magnificent-jewelers-setting , but it turned out it can't be used on low ilvl/expansion rings. I tried using it on my WoD rings and timewalking (TBC) rings. Is there some1 to clarify how is it possible?

Has to be a ring from current m+ season, ie necrotic wake for low levels.

What do you mean you "faced" a lvl 11 twink? You talking about Pvp? Arenas? Bgs?

Or just like duels?
