It's definitely worth considering, I would say even if you don't wear it 100% of the time. You'll definitely want a foamspittle in your arsenal.

38.14% armor to 23.96% and i'll miss 10% block worth 42.97%.
When am I realistically ever using that staff though?

Your best bet is an epic quest reward.

There aren't any caster 1H farmables, sadly.

If all wep quests fail, your best wep would be an adaptable mace from crate, 22 int 6 stam 5v, which is arguably better than a 24 int 6 stam no secondaries epic. You dont need to sacrifice your armor, a 22 int mh with 13 int oh with 6 int enchant is 41 int, 4 more than foam.

doesnt the fae dragon in wc drop a blue wand that could upgrade to epic since its single source?

Not confirmed yet, and rumors are out there that Dungeon Mobs Items doesnt scale
