Not entirely true. Although +30sp is a safe bet, there is a point where ap will outscale it from an offensive perspective. The damage from your judgements takes 16% of your ap AND 25% of your spellpower. Lets take 2 examples, one paladin has 300ap and 0sp, the other 200ap and 50sp.
Paladin 1: 16% of 300 = 48 extra judgement damage
Paladin 2: 16% of 200 + 25% of 50 = 44.5 extra judgement damage
Even though sp may be better in some cases, the higher your ap gets the harder your judgements hit. It scales better than sp for offense because it affects your white damage too which is your PRIMARY source of damage. Smites with sader or +15 strength would be better if you are already gearing for strength or ap for offensive purposes.
