It does but I've never even been close to oom so I find no reason to use it

Yeah but that +500mana isn't really useful for any healers, because of the huge mana regen. You will simply never go OOM.

Well, I could do that but then I would soon find myself swapping a lot of items for awesomeness, have a lot of gfed stuff.

It isn't a bug.

It probably isn't intended either, I think blizzard just overlooked this enchant.

make sure to have enough jp/honor (it could go either way) for the caster shield hopefully it will come out in about a month when patch 5.2 hits live.
