Yes. Some will claim its not but i think it is. You will spend limited time indoors, and its fairly easy to spend as little time as possible inside with roof and ramp etc all being fairly close to all parts of the base. Also Minor speed is of no use when you have a speed buff or you have the Fc debuff. I havent ever found myself majorly gimped by having stam on boots since we got speed kitty, just save bash and stomp for indoors.
Edit: its a good plan to get a second pair of fangs with minor speed on for those "moments" that you'll probably never have.
