Through personal experience, banning abilities never works out for attendance. If there is a specific spec that you deem overtuned (WoD Feral, Legion SV), ban the spec.
Removing abilities makes certain classes with bad design even worse.
Ray of Frost - Now frost is worthless because it lacks the amount of control it previously had, and it's damage is next to worthless without Ray.
POM - one could argue it's a guranteed 100-0 in a single CC chain but it definately doesn't one shot someone. The way Arcane is designed at this level you've now forced this spec into a high damage high cost auto attack turret with little survivability.
Execution Sentence - Definately overtuned but doesn't global people. Keep your team topped and this problem solved itself.
Haunt - Affliction won't be played because it brings 0 damage to the table without it.
Shadowburn - was already nerfed and hasn't been a problem since, preheal the chaos bolt/shadowburn combo
Overpower - what? Warrior is so easily kited and overpower is far from a 1 shot and is GCD locked so can't be stacked with anything else warriors have to offer.
Schism - requires you to trade Pentient which is by far the better talent choice unless you severely outmatch your opponents.
At the end of the day it's your tournament, but I really don't see the point in banning the bread and butter of what makes certain specs work.
