Dumb question but is the only vendor capable of training the recipes in Dalaran?

Nope, 150-300 gets trained in Stormwind/Orgrimmar. Cata Engineering recipes show up higher on the list though, so you need to scroll down to see them. Recipes you can learn will pop up at the top automatically as you level.

Oh wow, I really have outdone myself with being dumb haha, thank you! I heard about the Engineering changes to the belt and I thought they'd hotfixed everything else too, so glad they haven't. Thanks for the fast reply too <3

Yes. You don't even have to learn the journeyman or w/e engineering - you just straight up learn classic 1-300.

Parachute Cloak (if you're going to craft it) is a world drop BOE recipe, so don't be alarmed if you don't see it at the trainer
