Does anyone have info if the quest shows up with xp off/on, and if it doesnt show with xp off how can you go about getting the quest for the 378 weapon?

It showed up for me, did they disable it?

i haven’t had any problems getting quest on any toons. quest might not be available if the game has progressed far enough. try grabbing it first thing before heading out.
for my hunter the AV reward (weapon pew pew)has more secondaries on it than the crossbow that drops from the dragons even though they are the same ilevel(378). also, off topic, but trinkets from WoD raids scale waaaaaaay better than anything else i have in my inventory. 310 trinket scaled down gives me 60 main stat i think, the WoD ones are like 120 or so when they proc.

Yeah idk why, a few AVs the quest giver wasnt there, did one today and he was there. Quite weird, but as you said must have something to do with how far progressed the AV is.
