Also, about legendaries. Since you scale up in IPvP to 119, are the legendary effects inactive in IPvP even though you're actually 110? I'd imagine they would be.

110 is a legion bracket aka on their own.
Legendary Effects are inactive in iPVP.
110s do well in some parts of PVE and versus non-bfa people in IPVP.
