EU+US 101 or 109 twink?

So im thinking about making myself either a 101 twink or a 109 twink, most people make a 101 and i understand those are better for farming and soloing instances and such, but if all i want to do is pvp would a 109 be better in the sense that i could get easy artifact power on in though the mission table thingy?
