well i got my warlock to 85 from almost just quests and i have only 1300 so idk lol

Yes it does.

I think it's only possible if you made all quests pre shattering.



Look for example at my achievement whore friend at 19: Achievements - Game - World of Warcraft



It says 812/1.5k and he has 1k achieve.

well its possible but going to be a lot harder if you did not complete the pre-shattering quests. There are a number of quests that reset each year like midsummer & lunar fest quests that do contribute. when you faction change you will lose all your faction specific quests. I'm not certain if it will take away all your pre-shattering quests when you faction change again. there is also a bug where it will show 2 different values for your quest tracker depending on some factors which could be zone related. Mine seem to have abt a 400 quest difference.
