Looks like this works when you enable Lorewalking AND Chromie Time, then you can queue for most dungeons via Dungeon Finder (LFG). I haven't had time to test those yet, it's 3am on my server and no one is queuing at this hour. I also tried walk-ins with Lorewalking + Chrome Time on, and always...
