Any 10 rogues tried a Mastery spec for Outlaw? Since energy regen is painfully slow and DPS appears to revolve around auto attacks/EF procs?

Can we obtain the Legion Fishing artifact at level 10? Also, do you guys recommend any specific level to farm greens for tertiaries and sockets? Do I need a level 15 or 16 char?
