The Whiteout Staff for sale at the TW pvp vendor in Tanaris is 26 Int and 2.1 dmg per sec. I happen to notice that the non-pvp vendor is selling the Elemental Mage Staff which is 6 Int but double the DPS at 4.3. What has higher value from a scaling perspective... DMG or Int?
