my feral druid's (pretty garbage) movement set (in cat form) has 197% base speed, and then has a bunch of different speed buffs. in legion zones she has 216% in cat form. imo cat form druids are the best because you have potential to be faster than an epic ground mount, +stealth, +movement speed...
