Not sure if it's intentional or a bug but right now in cata classic lvl 80 BGs are their own thing. 81-84 is the next bracket. Original cata was 80-84 (5 levels). Xp on and xp off still merged though. Not great for longevity as both brackets will have worse off queue times in the end...
