Trying to get the Winterspring Frostsaber mount, but for that quest, one needs 20 Rugged Leather. While leveling skinning, I'm stuck at 200 lvl and can't seem to get past it. Is this a bug? Are we capped for being lvl 20? Any help appreciated

Just noticed that Hellscream's Doomblade, among the other Heirlooms that could only be equiped at higher levels, are now accessible for lvl 1+. Since they have sockets, wondering if there is any viability in using them at 20, perhaps with Cogwheels if possible. Noob here, probably a dumb question.
