    This wasn't the case for my 45+ JC (who admittedly didn't finish Legion). I was forced to do the Argus Quest chain to unlock those Patts. Is it the case if you unlocked it/Argus on another Toon on your Account that he sells them when in Dal to any new JC's same Account?

    Some of this choice depends on what you want to do with that 10 Protadin. If you are looking for nigh-unkillable then Steady Talasite until you reach ~50% Armor value (you'll end up around 1700 HP at that point) all the rest are 2/2 Parry/Dodge. You will still out DPS all but other 10-20 Twinks...

    Party with anyone that has a LvL 3 Garrison, go to theirs and purchase the 500g Tokens to get to 645 (Armor & Weapon) then use that Hero thing (gives +50 iLvL but only takes them to 675 if already 645, not Soulbound, can find on AH). Otherwise do as you are.

    I can say 100% he spawns constantly outside of Chromie Time. I see his yell in Local all the time when farming gear for my 10's in HFP.

    It's a minimum iLvL thing, iLvL 24 to be exact. It also scales. If you're Level 10 with an iLvL 24 Arty then the Stats it gives is 2 Crit / Unk Int (tested on my 10 Hunter). At 15 it gives 8 Int / 4 Crit (vs 4 Int for Lesser Wizard Oil). Level 10 / iLvL 21 = NOPE (iLvL 22 & 23 also NOPE)...

    I can make them on Nesingwary/Vek'nilash/Nazgrel [Horde]. I was very close to 100% Enchanting Patterns from Vanilla > WorLK when I was actively trying to get everything.
