I am out of the loop with the whole iLvL thing. Does these new Warforged BiS gear make 10s/19s balance any different? Last I heard, 10s were destroying, perhaps this has changed?

No stats at all matter. It's only Item Level, so BoA's are not BiS.

@Gents since the Legion pre-patch, all brackets are now active. This is a result of the merge between xp-on and xp-off players. However the update brought other changes too, like how the only thing that matters if you want a twink-ish advantage is item level. There's a lot of posts about it, go...
