Thought I'd post here cuz you guys do slot of secondary stat testing. I'm looking for the level and class and race to make a pure haste twink. The whole point of the character is to lower the cast time of cards of omen. Any advice is helpful

Hey guys I learned that haste effects speed of opening cards of omen. So haste twink is what I'm after. I'm assuming lvl 10 would be the simplest way to get haste to a level were it 1 second to open my cards. What class and race combo would help me reach this goal with low effort. Any advice...
