I can't give u a full tier list but I will say that Elemental shaman seems to be a fun pick. Good offheals, support totems, ranged interrupt & slow, big burst damage & ghost wolf mobility.

Works well against classes that don't heal much. Hunters, rogues, arms war, ench shaman, WW Monks, Spriest, mages & other locks. An affliction lock will beat a destro lock.
